Take the blades off the mower and clamp them in your bench vise. Use an angle grinder as Old has stated. I've never been all that concerned about the exact angle, just eyeballed and followed as closely as possible the original angle. You don't want it razor sharp, but it should be able to cut a piece of baler twine when you drag the twine across the edge. It's not an exact science, with practice you will become good.
