Adam, I have been playing with restoring vintage cars and tractors for almost 40 years. If your plan is to retain that homebuild tractor in all its worn and tattered glory I would leave those wheels alone if they are tight. From the looks of that picture it looks like they are just weathered. If you restore them they will look out of place compared to the rest of the unit. I would give it a good cleaning and get it running without "restoring" any of it.
