Rocking motion on tractor

My tractor, 1983 Ford 7610, has a rocking motion on the highway. A heavy implement on the back reduces a lot of it. The tire rims do not appear to be warped. It does not seem to affect the performance of the tractor, but it is embarrassing to go down the highway with my head jerking back and forth. Any suggestions as where to find the problem?
