Are you DRIVING (pounding with a hammer), or screwing the bolts in? Lots of good penetrating oil, and BIG impact wrench are helpfull. A Deere-approved method is to take a piece of pipe that fits over the axle and smack it with a BIG hammer (maul). I can't imagine that's the best for the axle bearings, but the procedure IS shown in some operator's manuals.
