Yes. Any offer to pay more than you are asking & refund the extra is a TOTAL scam. Any international transfer does not fall under USA laws, and will be difficult to police..... Be very, very careful. They are to the point of creating a real money tranfer document, making a copy, sending you the copy, and so it looks legit - after much time passes, your bank comes back looking for the funds, as it's a phoney you had.... This does not work like transactions within North America - takes much, much more time, different laws or none at all regulating it.... --->Paul
