You need to get a good old soil surgeon to work that plowed ground before you get on it with the disc...it settles and levels the ground and will give you better traction..
You really can't use duals with an 8' disc..
My disc is an IH #37 and is 10'..I use duals with it..
You should be able to pull a 2-14" plow easily..are you getting weight transfer when you are plowing..??
Maybe that "Hill" is bigger than you imply..!!!
