3 pt hydraulic problems

My neighbor has a JD compact tractor, I think it is a 950, and the 3 point is not lifting well. It is slow and sometimes pulsates as it is lifting. He changed the fluid, and the dealer told him that the filter was optional (and he does not have one). Still doing the same thing. Without opening it up, I am suspecting that the pump is not getting proper flow of fluid feeding it. The level is good on the dipstick, but I was wondering if there would be a screen on the pickup, or a clog inside the line. Any other thoughts as to where to start looking would be greatly appreciated. Chuck
