HELP: keep burning out starters BRIGGS 16 HP

old wheel horse tractor with 16 hp twin Briggs- burned up two
starters (OEM parts) in a week- have been starting with jumper
cables directly to starter ( awaiting a new solenoid), takes
multiple tries to get flywheel going. worked fine for a few days,
then will no longer turn flywhell, starter gear engaging fine. I can
turn the flywheel by hand (not seized). why are the starters
burning out?
