As others have said it really depends on the state. In some states it is interpreted to mean that the fences are not to keep the animals in, but to keep livestock out of your yard. This is one of the main reasons for both land owners to pay for the fence. Because both land owners are benefiting from the construction of the fence. This goes back to free ranging.
I was always told to face the fence and the right hand side was your responsibility.
