Diesel Fuel Filter Question

Aloha,
I opened up a Fram filter housing and was wondering how this thing actually works. I will post 2 hand drawn drawings 1&2 of the filter housing. #1 is the way it actually is and #2 is the way I think it should work. I have heard of primary and secondary filters and was wondering if #1 is a primary filter and #2 is a secondary filter. It looks like in #1, the fuel comes in and goes down the tube and out the hole into the filter core and then the fuel goes out the top. Is it designed this way to capture the water into the filter and the excess water goes thru the filter to the bottom?? Now on drawing #2, the fuel comes in and goes into the filter bowl and then it goes thru the filter and then up the little hole and then out. Now, is this how a secondary filter is constructed?? PS I forgot to mention that the filter is a coiled up string type so there are no metal plates on the top and bottom. Looks like a ball of yarn.
