Ford 4000 Lift arms won`t go down

I have removed the top plate & cylinder to check for misadjustment. I also rermoved the valves to check for damage. All looks well. regardless of the control valve position the piston goes to full up position with air pressure applied to pressure port on top plate. unloader valve is free as well. I did discover that if you remove the washered bolt on the control valve retaining plate it tries to work with the quadrant.
