getting rusty bolts out of an H

Well i just picked up a 43Farmall H from one of our memebers.Got a great deal on it and am ready to redo it.It has several bolts that dont even look like bolts anymore and alot of them on that top plate that the seat bolts too are just plain gone.What do i do here.I want to start with that top plate(trans/rear end cover?).How does it come off and i notice the shifter is part of it too.Also what the best way to get whats left of the bolts out.Thanks for any info.
