stuck pto clutch

I have a JD 1250 with dual stage clutch. Havent used the pto in a year or so and when I hooked up the bush hog with clutch all the way in, the blade started spinning up when I engaged the pto. Im 99% certain the clutch disc is stuck to the plate. I know how to unstick a clutch when its the drive clutch, have gone thru that exercise on many cars, but not sure where to start on the PTO clutch. I suppose I could engage the blade and try to drop the mower on a bale of hay or something that will load it up while the clutch is down. There doesnt seem to be any access or inspection plate where I can get inside to pry them apart. Any ideas? I would hate to have to split the tractor to fix this.
