Is this engine oil or unburned fuel oil?
Size of the job may not depend at all on sleeves or not.
It could be that it is glazing up due to too little work and idling around all the time. Could be that it is not getting hot enough - thermostat?
Could be poor injection spray pattern - dirty nozzles or nozzle pressure needs resetting.
Let us know whether it uses oil - blue smoke, although from what you have said, it does not, or whether it is breathing heavily from the crankcase.
Needs diagnosing before tearing down the engine.
