Certainly your first step should be to replace the filters and put in some fresh fuel!

You should get a dribble of fuel out of that primary filter petcock. Most likely the petcock is plugged with a piece of rust, etc. When you change the filter remove the petcock completely, then poke thru the petcock and it's mating passage with a suitable stiff wire. Finally blow it out with air before reassembly.
