I agree with KB - it sounds like the problem is upstream of the injector. (If it was a plugged injector you'd get fuel when you cracked the line on the non-firing injector.)

Gotta be either a blocked injector line (plugged or kinked....highly unlikely) or a problem in the injection pump itself.

If memory serves the pump on the WD-9 is an IHC-built, single plunger, distributor-type unit. Since the engine runs you know the pump injection plunger is OK. But for some reason high pressure fuel is not making it thru the pump's distibutor block and into the injector line for the bad cylinder.

You are probably best off to take the pump to a reliable diesel pump shop - one that's familiar with the old-style IHC pumps - and have them diagnose/repair.
