4400 loader slow to raise without high rpms

I have a two lever spool valve [original] and a three point lift system and the loader doesnt raise unless you increase the rpm"s. If you have the bucket midway off the ground it will hold that postion but once you try to increse the height, the bucket will drop and than start to rise after the rpm"s are incresed. However you can lower the bucket to the ground and bring the wheels off the ground. I need some help please.
