It depends on many things, like frequency band, licensed or unlicensed, repeater or conventional, etc. Low band VHF works well base-to-mobile and mobile-to-mobile but handhelds don't, even with huge antennas. Many low-band channels available for use with about a $200 coordination charge. Hi-band VHF works pretty well with handhelds but there are not many channels available any more in most areas. UHF with a repeater is best, but most $$$$$. Some of the new class A CB uhf radios that you can get at Radio Shack, Walmart, etc. are the most readily available and cheapest but you are going to be sharing your channel with many other people and privacy will be nil. Depends on what exactly your needs are. Best bet is to go talk with a local two-way radio shop and he can give you the specifics for your area, along with repeater rates etc.
