Hydraulic Problems on a Shibaura SD1540B

My lifts were getting sluggish and i found out it was low on fluid. I add fluid and I had a dealer tell me to make sure the filter was clean too. In removing the filter, I believe I have introduced air into the system as it will not lift at all now. The filter is in a can cover located on the side of the reservoir which is held by a nut on top. Is there an easy way to get oil back into the filter?
