What you are doing worries me.....I worked in a area one time making pressure vessels......The welders that welded on them and the guys that tested the tanks ,would tell you ,no way !!!
Water heater tanks are usually glass lined....when they age water gets through to the metal skin,and thats about all it is.....what you don't know is the rust condition inside.....that tank is a accident waiting to happen,GET RID OF IT
