Try soaking it overnight with PB Blaster or some other good penetrant. Put the nut back on it and thread it down til it almost touches. Now set in the seat or get yourself where you can put both knees under the wheel and lift up on it as hard as you can and at there same time either you or somebody else hit the shaft with a hammer and brass punch. The nut will protect the threads as well as keep the wheel from jumping off and throwing you off the seat. Had man wrote in a year or wo back that had tried pullers, etc with no success. He tried it this way and said the wheel jumped right off. Good luck.
