I removed the steering wheel on my Ford 2000 about a year ago. It was very difficult to get it off. I used a bunch of WD-40, and got nowhere. I used an air impact wrench with a pointed tip and and hammered away on the end of the shaft while pulling on the steering wheel. I used my gear puller, but I couldn't really get good alignment on it to pull the way I wanted to. I finally got it off by simply pulling on the steering wheel with my two hands on opposite sides of the wheel. I wiggled and wiggled and wiggled it on alternate sides of the wheel, and after a lot of strain, it finally popped off.

Hopefully you'll find an easier way to get yours off.
