Maybe you're in a flatland area? You'd never get away with it where I live. Everything is up hill or down hill, and the New York DOT police do a lot of checking for brakes and weight per axle. If the cops didn't get you, the first steep down hill would. We've got several of those emergency pull offs for trucks with no brakes - but I'd hate to have to test one out. We've got one nearby that ends just about at the end of a cliff with a bunch of barrels you're supposed to crash into first. If they DON'T stop you, off the cliff you'd go.
