power trol on JD 60

I have a john deere 60 that has a power trol that doesnt work. the pump makes a whining noise when you pull back on the lever as if its trying to do something but nothing moves. It has the aux. outlets on the back and someone told me I have to hook a hydraulic hose to them to cirulate the fluid but that dont work. If anyone has any ideas let me know.
