'28 John Deere Timing

I'm putting the crank back into a 28 JD D and need some help. Both the cam gear and the crank gear appear to have the timing marks at the root of the tooth - making it impossible to register the two. The mark on the crank gear is a punch mark and the mark on the cam is a "C". What am I doing wrong?
