I'm just taking a guess, but it sounds like the metering valve in the injection pump is sticking. You didn't say what year model, but some of the later inj. pumps are very susceptible to this kind of failure. I have seen several cases like yours in the past two years, in all of them the pump had to come off for repairs. I think a lot of it is related to fuel quality (entrapped water settles out inside the pump and causes corrosion). I hope this isn't your problem, but be prepared.
