Water/rust problem in fuel tank.

I have a grader that I have a water problem with the fuel tank. I have drained it and every time I put more gas in I get water in the sediment bowls. I just don't know where the water is comeing from. Not sure if I should pull the tank or try heet in the tank what do you guys think???
