The French have no fear from terrorists. France gives terrorists safe haven the banking system etc. In exchange for the terrorists not attacking France.
During WWI & WWII the young French men in Quebec were advised by Clergy to wear their Mother's clothes when working in the fields, on the road etc. This was in order to avoid conscription.
Then again there are several documented cases of priests may have liked that idea for another reason.........
German U-boats were seen docked in Quebec early in both World Wars restocking with food, fuel and a night on the town for the crew.
