What do the rowcrop SC's use for tire size? Also, I would guess that the rear wheel cast hub & rim from a regular VA would slide right onto that S axle which I believe is 2" diameter. They were 28" I believe. A friend of mine has a set of those that he'd part with but shipping would be costly assuming you're not close to where we are here.
