14.9 is the width of the tire, you could go down to a 13.6 wide tire, but it wouldn't put your tractor any closer to the ground. If you wanted to go down to a smaller yet tire size, you would need to get narrower rims also, and your tractor still wouldn't sit any closer to the ground. I don't know what brand of tractor you have, but if it uses 24 inch wheels it is already as close to the ground as any tractor you will find. If you need to be closer in order to feel more comfortable, you should sell that tractor and buy a garden tractor.
