In easy pulling soil you can get by with as little as 7-8 hp per shank.In hard pulling soil 10 hp per shank is barely adequate.I pull a IH 14 shank 10-12" deep with a stock 1456 Farmall and run 6 mph.Go 10 miles away and I could probably only pull a 12 shank.

As others have said it sounds like you need a field cultivator.You could pull a 16 ft field cult 3-4" deep with 85 horses.
