Good morning Joe. All of the stuff covered so far makes sense and can be. I had a similar situation, and was my fault, stupid mistake on my part. Didn't have an inspection cover over the flywheel and was actually ice built up on the flywheel teeth. When the starter drive travelled that very short distance and hit the teeth, hit a wedge and stopped dead in it's tracks. Above freezing was ok. Probably isn't your problem, but never would've guessed was mine.

Could be a weak battery, and can bypass yours with jumper cables straight to the starter bendix from a known good source as previously stated, to eliminate your battery. Could be the bendix too, or a loose conection to the bendix, or a switch. Conductors get cold, they contract and maybe aren't making a good connection. They get warm and expand, and maybe are making a better connection then. Good luck.
