I have had this problem. My suggestion is to check your distributor. It is worn.Replace stock ignition with electronic. I use Delco AC C85 C86 C87 depending on engine condtion. Other brand plugs can be used with same heat range. Whenever you stop the engine, it usually stops at the same place every time. When the engine is cold and you pull the choke, or the float has leaked a little fuel into the air bowl of the carburator and as the gas is pulled up into the engine it has a tendacy to foul the number one plug, because the distributor is worn and the timing is off. Using high octane gasoline will help.
