What you have is ground rock made into a powder. It was sold in the 60's to add weight rather than water. Since most of the equipment for removing the powder has been junked its going to be hard to find the unloading equipment. If the tires need to be replaced cut the tires and remve that way. I do think some of the construction equipment still uses the stuff, I would try there.
