A question emerges: granted, the post-pulling technique mentioned in the fatality report is pretty deadly, but if the tractor's differential were locked when attempting the pull, would the tractor have tipped over as quickly? Would it be only half as deadly?

We just finished cutting the bolts off the fenders on my MF35 to install a loader carriage underneath. Those are formidible bolts. So the problem with this failed ROPS was the inadequate fastening system, not the bar itself. That makes a lot of sense.
