Have you ever checked the valve clearances..??

Change the plugs, and when it is running, place your hand over the air-inlet to the carb (partially), and see if it "picks up power" or "picks up the load" better..if so, it is running lean..
Those mixture screw settings are pretty narrow in latitude..have to be set just right..
There could be a bit of dirt laying in the power needle cavity..causing a lean condition at times..
