Must be a 743 if it's a diesel, 742's were gas, the 743's used a 1702 Kubota engine, you could check to make sure all 4 glow plugs are working and if so and the engine runs ok when you do get it to start you can pretty well assume the engine is tired and has lost some compression it needs to be able to start cold, a heater in the radiator hose definately would make a difference but I would put it in the lower hose, it will heat the radiator of course but it also will conduct and keep the water in the block warm as well, I've never saw a block heater on one, those freeze plugs are small, I'm sure they probably do make a heater small enough for the plugs I've just never saw one.
