That flat piece on top of the casting will turn sideways to shut off the coolant flow to the filter. If it is stuck, spray some WD-40 on it and gently rock it back and forth being carefull not to break it. If you need to replace it, that small screw on top holds the valve in and it has 2 0-rings on it. The Cummins dealer should have the valve and o-rings.
