A Long 560 was my first tractor. Both problems you describe are common from the way they are typically maintained in North America as opposed to the way they were designed. The 560 uses a washable strainer for the hydraulic fluid. When I bought mine the strainer was completely clogged. We are used to replaceable filters, in the old eastern block clean and reuse was the norm as spare parts were scarce but the same fuel that went in the tank would clean the filter. I washed mine, flushed the case with kerosene twice, and refilled. Lift worked. Drained and changed. Engine is more problematic, it could be nothing more than a weak pump or fouled injector. In most cases it is worn rings (maybe pull an oil sample analysis). Engine depends on an oil bath air cleaner only with no paper element and no precleaner. Service interval is weekly, most of us are used to replaceable paper elements every 2 years or so. Once again they were desined to wash in fuel and refill with engine oil which if were unavailable the tractor wouldnt be running anyway. If I had to guess probably a candidate for a rebuild.
