I have the 9HP Tecumseh engine had same problem took carb off the engine took it apart and cleaned it there are no adjustments on it that I could see after I did that I put a fuel filter in the line from tank to carb and now it runs just fine. You may want to take carb off there is just a float and pin and the needle and seat.
