Paul, I once overheard one of our town cops on the phone talking to another police chief as a reference for someone who was looking for a job in the other chief's department. I heard our guy say (in regards to another town's police dept.) "That department is more of a "numbers" department. Ours is more of a "service" department."
Made me proud to hear him say that. The "numbers" department he was talking about was the next town south of me.
Obviously, the cop that wrote you up worked for a "numbers" type department.
