Heat Tape????????

I use heat tape on a valve for a water tank in my barn, why does this tape only last one winter? Two winters and have to go buy my 3rd one. Its running off a 20ft extension cord,could this be the problem,also I keep an heat element in the tank,that made it 2 yrs,it still works but aparantly it wont shut off,,got whacked with a big elec.bill last Feb.
