I assume you're talking about the ignition ballast resistor, and the way I understand you, the resistor is getting hot without the engine running. If that is true, the voltage regulator would have nothing to do with it, without the engine running.

Anytime the ignition switch is "ON", and the engine is stopped at a point where the breaker points are CLOSED, the ballast resistor will begin to heat up. If the engine is rotated just enough for the points to open, there should be no current through the ignition system, and the resistor should cool down.

If it remains hot even with the points open, you have a short in the wire to the coil, the coil itself, the wire from the coil to the distributor, the condensor, or the points themselves.
