The turbine can and will spin when traveling. It is not air being forced down the pipe, it is the vacuum that is created by air flowing over the top of the pipe. This will suck air through the engine and turn the turbine. Not good when those bearings aren't getting any lubrication. Engine and tractor manufacturers always seal up both intake and exhaust. One is to keep debris out. Another is to keep the turbine from spinning.
