I agree with Rusty, you cannot get a tank clean without taking it off, physcially impossible. You can clean the bottom, but the sides and top will still be rusty. So, do yourself a favor, take off tank, clean it and then seal it with red-coat sealer. That stuff works great. If you do use Red-Coat, you do not have to clean it quite as clean, the Red-Coat will seal all the fine rust and scale.
