I agree with what the others have said, but want to add that the problem could be as simple as bad spark plugs. Could also be a weak ignition coil. Sounds like a good, general tune-up might be in order. I strongly doubt the problem has anything to do with the governor, but for optimum performance, you might want to replace that spring, it should have just a tiny bit of slack, only when the engine is at idle.
