Unfortinately the emissions regulations are self perpetuating. Carb abd EPAs mandate are written that when one level of requirements are met they have to find develop new requirements and make them law. One of the current goals is to eliminate all gas engine under 50cc (string trimmers small chainsaw etc. and replace them with battery powered equipment. (Transfer emissions to a power plant somewher else.) Right now the emission out the tailpipe of a new car is cleaner that the air going in Los Angeles. Biggest polluter right now in L.A. is hydrocarbons from grass and trees.
