Often, "governor surging" is caused by dirt in a carburetor passage or jet.

When an engine is running on the idle circuit of the carburetor, and speed or load are increased, and the throttle butterfly opens, the engine's source of gasoline switches from the idle circuit to the high speed "load" or "power" circuit. If the carburetor is clogged or dirty, or simply not adjusted correctly, the transfer will not occur smoothly, and the engine will surge.

Of course, the governor must be in good order, also, with no excessive wear or looseness, and no binding in any of the linkage or levers, and properly adjusted.
