I believe I'd write them a nice letter and express surprise that they didn't take the blocks with them when they picked up the tank. When they didn't, you just assumed they didn't want them, so now the new tank is set up on them. Now that you are aware that they want the blocks, you will certainly make a mental note to call them when the current tank is removed, so they can come and get them. At that time, you will remove the blocks and set them out by the county road for pickup, because, of course, they would be trespassing if they came on your place to get them. In the meantime, the $100 worth of propane they got will partially offset their $21 loss, and as a courtesy, you won't be pursuing them for the difference. Keep a copy of the letter, and if they turn you over to collections, send copies of the letter to the credit bureaus (you are entitled to have a "letter of explanation" for disputed bills on your credit report). Lenders pretty much just laugh when they see a disputed $21 item on an otherwise good credit report.
