The most HP per dollar is a set of free flowing cylinder heads. There are several manufactures of free breathing light weight aluminium heads. Ready to run out of the box and don't cost much more than a 100% rebuild and porting of the old heads.
No replacement for displacement. GM has some high HP crate engines with warrenty that are better than 99% of rebuilds.
Headers, cam, Holley throttle body and some tuning. A high stall lock-up torque convertor with a 7004R transmission will cut several 10th's off the 1/4 mile without needing extra HP. Won't be a gas hog either. Improving 0 to 30 MPH acceleration gives the best "feel" and cuts the 1/4 mile times the most.
Lbs per HP count too. A mild engine in a Monte Carlo will out run a high HP engine in the Caprice.
